Stricter SA law ‘bringing down gun crime’

first_img19 February 2013The arrest of Olympic and Paralympic athlete Oscar Pistorius following the shooting of his girlfriend, model Reeva Steenkamp, at Pistorius’ home in Pretoria last week has focused considerable attention, in the local and international media, on gun laws and gun ownership in South Africa.In 2004, new legislation came into force in South Africa, in the form of the Firearms Control Act of 2000, that brought in significantly tougher controls on the ownership, possession and use of firearms in the country.According to South African Police Service (SAPS) statistics, the level of gun-related crime in the country dropped by 21.2% between 2004/5 and 2011/12.Gun-related homicide, ‘intimate femicide’While this was in line with a general decrease in crime levels reported over the same period, there is evidence to support a statement made by SA’s Ministry of Police in December that the drop in gun-related crime was thanks to the new gun law.Anti-gun organisation Gun Free South Africa, in its February update, cites data gleaned from countrywide mortuary statistics by the National Injury Mortality Surveillance System showing the percentage of firearm homicides in South Africa’s major centres – Johannesburg, Durban, Cape Town and Pretoria – dropping from 29% in 2002 to 10.8% in 2008.Fact-checking website Africa Check found further corroboration of the police ministry’s claim in research by the Medical Research Council’s Gender and Health Research Unit on the murder of women by their “intimate partners”, which found that the use of guns in such cases almost halved between 1999 and 2009.For Gun Free South Africa, there is no doubt that the reason for the decreasing role of firearms in violent crime in the country is because the Firearms Control Act “drastically raised the bar for gun ownership, thereby excluding people who aren’t fit and proper”.Two-stage licence application processWhile gun owners’ associations will continue to dispute this, it is certainly the intention behind the legislation, which stipulates, among other things, that:A would-be gun owner must first apply to be declared fit to obtain a firearm licence, and be issued with a competency certificate. Only then can he or she apply for a firearm licence, which licenses the person while registering the specific firearm applied for. The applicant must supply third-party character references, and pass background checks which take criminal, mental, medical, domestic violence, addiction, employment, and previous licence records into account.  The would-be owner must demonstrate an understanding of firearm safety and the law by passing theoretical tests and undergoing practical training.  Once licensed, gun owners must re-apply and re-qualify for their licence every two to 10 years.  Where past history or apprehended likelihood of family violence exists, the law stipulates that a gun licence be denied or revoked. Firearm handoverThe law gave existing licence holders five years in which to renew their licences or, failing that, to lawfully disposed of them of surrender them to the authorities for destruction.According the SAPS, some 180 000 firearms were voluntarily surrendered to the police between January 2005 and March 2009. Most of these firearms were destroyed.In spite of this, levels of gun ownership remain high in South Africa. Gun Free SA cites the Central Firearms Registry as reporting that there were approximately 2.9-million firearms registered to just over 1.5-million civilians in SA in August 2011 – down from 3.5-million in the hands of 2.4-million individuals in 1994, when the country held its first democratic elections.Other estimates, taking into account illegal firearms, put that number much higher. Sydney, Australia-based GunPolicy.org, citing an international study published in 2007, estimates that there are almost 6-million privately held guns in SA.The Ministry of Police remains undaunted. Spokesman Zweli Mnisi said in December that gun control was “at the heart of the ministry’s strategy to combat violent crime”, adding that systems were also being put in place “to ensure that firearms that are in the hands of the police and security officers are properly monitored to prevent loss and abuse.“This forms part of the ministry’s holistic approach to combating crime, which includes the promotion of responsible ownership of firearms.”SAinfo reporterlast_img read more

Rain situation might get critical, says Pune collector

first_imgPune received heavy rains on August 4 with district authorities issuing an advisory asking people to be alert as the situation could turn critical, and ordering schools and colleges to be shut on August 5.The India Meteorological Department, in a bulletin issued at 9 p.m. IST on August 4, predicted “moderate to heavy rains” in isolated parts of Pune city for the next five days and “heavy to very heavy rains” for the district’s ghat regions in the same period.Low-lying areas in the district were on alert after water was released into the Mutha river on August 4 following incessant rains in the catchment areas of dams supplying water to the city.Later in the day, district collector Naval Kishore Ram said orders had been issued to keep educational institutions in Pune and Pimpri Chinchwad shut on August 5 in view of the rains. He said Mula, Mutha, Pavana, Bhima and Nira rivers were in spate and there was possibility of more water being released from the adjoining dams as catchment areas continued to get heavy rain as on August 4 evening.“We have issued an advisory for citizens asking them not to venture out of their houses unless absolutely necessary as the situation might get critical,” Mr. Ram said. He said between 2000-2500 people had been rescued so far from flooded areas of the district.Seven members of a family stranded in a flooded house in Kamshet area were rescued by a team of the National Disaster Response Force (NDRF), an official from the agency said. With more water being released from the Khadakwasla dam, water gushed into several low-lying areas in Balewadi, Baner, Aundh, Yerwada, Sinhgad Road and Bopodi.According to the irrigation department, the catchment areas of four dams – Khadakwasla, Panshet, Varasgaon and Temghar – have been witnessing continuous rainfall. “All the four dams are filled to their maximum storage capacity. As a result, we have already started releasing water into the Mutha river,” a senior official from the irrigation department said.From 11 a.m. IST on August 4, 35,574 cusecs of water was being released from Khadakwasla dam. Since the catchment areas were still witnessing rainfall, around 41,756 cusecs of water will be released at 3 p.m., he said. “When water will be released at the rate of around 42,000 cusecs, a lot of people will have to be evacuated from the low-lying areas…we have issued an advisory to the Pune Municipal Corporation’s disaster management cell.” “Several areas are already inundated and more are likely to be affected as water is released from the dam,” he added. Anupam Kashyapi, head of the weather department at the IMD’s Pune office, said, “As far as Pune is concerned, especially the ghat areas, there is a heavy to very heavy rain warning for the next five days. For Pune city, there is moderate to heavy rain warning in isolated areas. Tomorrow onwards, for Pune city, light to moderate rain is expected over next two to three days.”last_img read more

Urban development panel joins CWG probe

first_imgSharad Yadav, chief of a parliamentary standing committee, will review CWG decisions taken by urban development.The UPA government is in for another round of headache as a parliamentary committee panel, headed by an Opposition leader, has decided to probe projects executed by the union urban development ministry for hoisting Commonwealth Games 2010.It is learnt that the parliamentary standing committee on urban development, headed by Janta Dal (United) leader Sharad Yadav, has convened a meeting on January 18 to look into the projects handled by the ministry for conducting the biggest ever sporting event.Sharad Yadav confirmed to Mail Today that a meeting has been convened and the agenda is CWG. However, he refused to share any other detail of the meeting slotted for next-week.Mohinder Singh Kaypee, a Congress MP from Jalandhar, said the panel is going to review the contracts made and other decisions taken for the Games by the urban development ministry, headed by Jaipal Reddy.Though Reddy was head of the Empowered Group of Ministers for the timely execution of Games projects including the opening and closing ceremonies, he was slammed for the mess in the construction of stadia and the Commonwealth Games Village, situated near Akshardham temple in East Delhi.The ministry, which has been apprised of the meeting to ensure their officials’ presence, had executed projects through the central public works department (CPWD) and Delhi Development Authority.Of the total Rs 11,494 crore (over $ 2 billon) spent by the Centre, the Delhi government had made an expenditure of Rs 600-700 crore (around $ 130 million).advertisementApart from the standing committee, other agencies and panels are probing different aspects of the great games loot. They are the Prime Minister-appointed V. K. Shunglu Committee, Comptroller and Auditor General (CAG), Central Vigilance Commission (CVC), Central Bureau of Investigation (CBI), Income Tax Department and Enforcement Directorate.Interestingly, the CAG is likely to complete its probe on the CWG by the end of this month and table its report in the budget session. The CAG’s CWG reports will subsequently be looked into by the BJP headed public accounts committee (PAC), which is attracting news these days as it is looking into the 2G spectrum scandal, as well.The findings of the standing committee on urban development will give another ammunition to the Opposition parties which have made their intentions clear by making the CWG loot and 2G spectrum scam as corruption issues to corner the Congress- led coalition government.The government is already red faced as the Opposition stalled the Parliament from functioning, demanding a jointparliamentary committee to look into the spectrum scam.Much of the urban development ministry’s work was done through Delhi Development Authority that will be scrutinised by 31 panel members, most of whom come from Lok Sabha.For instance, the DDA through public-private partnership had built the CWG village, which was criticised by the visiting delegates of the participating nation for being in a shamble prior to the start of the games. After the Games were over, Reddy cracked the whip on private village developer EMAAR MGF by asking the DDA to confiscate the bank guarantee of Rs 183 crore for failing to honour the contract.Similarly, the CPWD is already under attack, owing to a preliminary CAG finding, for allegedly paying contractor, Ahluwalia Constructions, twice for the same job at Talkatora swimming pool complex. Agencies already looking into the Games scandalV.K. The Warriors Dynasty Is Different

CLEVELAND — After three titles in four seasons — two straight with Kevin Durant winning Finals MVP — it seems fair to begin questioning where Golden State sits in the conversation about the best teams of all-time. But the more compelling thing to analyze now might be whether the Warriors are better positioned to win at this level for a longer amount of time than the other modern-day dynasties the league has produced.And in looking at the vast array of things that make Golden State so dominant — from the club’s versatility and balance on both sides of the ball, its unselfishness on and off the court and its largely magic touch from a managerial standpoint — that feels like a real possibility.“Sometimes you come across those dynasties where you’re just outmatched, and it’s just their time,” Cavaliers guard George Hill said after his team had been swept on its home court.Stylistically, it is so difficult — arguably impossible — for anyone to truly replicate what the Warriors do. Even before the addition of arguably the league’s best pure scorer in Durant, Golden State possessed a point guard with the sort of 35-foot range that most players would only see in a practice setting. In the same backcourt, the Warriors had another guard who was arguably an even more accurate shooter, with a release that is the quickest in basketball — so fast that he doesn’t even need to have his feet set before he shoots.Put another way, this is the best shooting team the sport has ever seen. Golden State breaks defenses regardless of how well positioned or prepared they are. The Warriors were the best jump-shooting club in the NBA when left wide open this past season. And a closer look at the numbers shows the Dubs were also the best jump-shooting team in situations where a defender was draped all over them. Because of that, there really is no surefire way to guard this team.More often than not the Cavaliers, like the Rockets in the round before them, sought to use switches on defense to blanket Golden State’s offense. But in Game 2 of the Finals, the Warriors countered that predictable gameplan (and then changed things up in Game 3 in anticipation of a counterpunch), by using dump-off passes to spring give-and-go opportunities, or to set up lobs for JaVale McGee and Jordan Bell, who were often left all alone in the paint.The latter highlighted how the Warriors, in Bill Belichick fashion, have quietly been a chameleon of sorts by relying far more heavily on their bigs than most observers realize — even as they continue to be viewed as a club that relies solely on its dynamite 3-point shooting.Because of that constant evolution and comfort playing with different styles, the challenge of dethroning the champs could become even more difficult for challengers like the Rockets, who are so heavily vested in a singular type of play that it’s too difficult to adjust to something different if that style stops working in the middle of a postseason series.While the young average age of Warriors’ core would seem to be a plus in their quest to become the best team of all-time, they’re actually not all that unusual when it comes to how young they are when compared to modern NBA clubs that have won three titles in four years. No one knows how many consecutive titles the Bulls might have won had it not been for Michael Jordan’s retirements from the Bulls. And the infamous infighting between Shaquille O’Neal and Kobe Bryant shortened what likely could have been a longer run of success with the two Los Angeles superstars in the early 2000s.By contrast, the Warriors have already become the new-age San Antonio Spurs, as a number of their players have acted in the best interest of the team by taking much smaller deals than they could have. That attitude, illustrated by Durant, Klay Thompson, Andre Iguodala1Iguodala did this with his initial deal to join the Warriors. This past summer, he actually maneuvered to have the Warriors pay him more than what they initially expected to fork up. and Shaun Livingston, makes some of the long-term salary math more feasible in a league where these sorts of things can create strain on a star-laden club. (With Curry having just signed a five-year deal last July, and Durant saying he’ll stay with Golden State this summer, the next key player to look at is Thompson, who is slated to be a 2019 free agent. But even that may not be a concern, as he’s reportedly spoken with the Warriors about the possibility of taking a deeply discounted extension that would see him leave up to $50 million on the table.)The players’ willingness to often take less than market value, even for bit pieces like Zaza Pachulia, has allowed the Warriors to improve the roster on the margins each year — sprinkling in specific attributes that the team lacks. With McGee in particular, Golden State took a minimal risk by signing (then cheaply re-signing) a player who had a less-than-stellar reputation around the league, but was incredibly long and athletic — two things the Warriors lacked in a traditional center. Fast forward to this year’s Finals, and the one-time castaway was pestering LeBron James, the best player in the world, anytime he sought to get to the basket.James, whose own upcoming free agency could play a role in nixing the Warriors’ dominance the next few years, pointed out another advantage Golden State possesses: Brainpower. “Everyone’s trying to figure it out: How do you put together a group of talent, but also a group of minds, to compete with Golden State and compete for a championship?” James asked.Ascending teams may not like the idea of waiting out Golden State’s reign. Aside from how young the team’s core is, the players who compose it don’t depend much on raw athleticism. It’s likely they will age gracefully, given how well they shoot from outside and play off the ball.Injuries are a different story, and they can always come into play; particularly with Curry, whose presence has always been a deciding factor with this club. But short of that, the team is full of two-way talent and should be fine on D as long as it’s anchored by Draymond Green and long, versatile wings that make it possible to switch the way the Warriors do. (Still, Golden State would be wise to try to start the process of locating a younger, less polished version of Iguodala, given how different the Warriors looked at times without the 34-year-old this postseason.) The club has ranked in the top 10 defensively each of the past four seasons it reached the Finals.Coach Steve Kerr has made no secret of the other factor that could eventually catch up with his team, which at times struggles with complacency. Specifically, he’s talked about the weight of expectations, and the toll that comes with taking every opposing team’s best shot for years on end. And this season, Kerr said, was the toughest playoff run he’s overseen with Golden State.“I remember sitting in this room three years ago, and it seemed like a dream. This feels more like reality,” Kerr said Friday, perhaps a realization of the fact that titles are now expected as opposed to being hoped for. “And I hope that doesn’t sound arrogant. It’s just that the talent we have, and that’s the experience we’ve gained.”There are any number of things that could turn out to be the Warriors’ downfall.
