OTTAWA – Bloc Quebecois Leader Martine Ouellet will give a Quebec national assembly medal to the vice-admiral who is being investigated by the RCMP on suspicion of having leaked cabinet secrets to the Davie shipyard.Mark Norman was head of the navy when the former Conservative government gave the Quebec City-area facility an interim supply-ship project without competition in the summer of 2015.The move came after the navy was forced to retire its only two resupply ships early, leaving a gap until new permanent replacements could be built around 2021.Norman had been a proponent for the project. In January 2017, Norman, who had been promoted in August 2016 to vice chief of defence staff, the military’s second-highest position, was suddenly relieved of duty without explanation.Court documents later showed the RCMP was investigating him on suspicion of having leaked cabinet secrets to Davie in November 2015.The Mounties alleged Norman was upset that the new Trudeau government was reconsidering the interim supply ship contract, and that he worked with Davie to pressure the Liberals into staying the course.Norman remains suspended but has not been charged with any crime. The allegations in the documents have not been tested in court, and Norman’s lawyer has denied her client did anything wrong. The Liberal government ultimately decided to proceed with the ship, the MV Asterix. In an interview with The Canadian Press, Ouellet said she considers Norman a whistleblower and “a friend of Quebec.”“He seems to be the target of reprisals because he stood tall,” she said.“We can see he was right because the Asterix is the only ship that has been delivered by a naval shipyard in Canada. It saved taxpayers hundreds of millions of dollars and if other other contracts were awarded to Davie, they would be saving billions.”Ouellet, who is also an Independent member of the Quebec legislature after parting ways with the Parti Quebecois, is expected to give Norman the medal at a private ceremony in Ottawa in the coming weeks.
Local election monitors said the Parliamentary election held today was the most peaceful and fair in the recent history of the country.Rohana Hettiarchchie, Executive Director of the Peoples Action for a Free and Fair Election (PAFFREL) said that the predominant feature of these elections was the deference given to rulings of the Election Commissioner by the Government, contesting political parties and by the supporters of the political parties. The Centre for Monitoring Election Violence (CMEV) meanwhile said that whilst there have been reports of violence and malpractice, polling in this General Election had been largely peaceful and without hindrance.CMEV said the police in particular have been vigilant in protecting the integrity of the electoral process and have arrested 50 individuals for violations of election law. He said that a total of 212 incidents were reported on Election Day, but none of them were of serious consequence. At the end of polling, CMEV has recorded a total of 316 incidents. Of these, while 109 have been categorized as Major Incidents, 196 Minor Incidents have also been reported. The highest number of Major Incidents relate to the intimidatory presence of party supporters in the vicinity of polling centres.Four (4) incidents of threat and Intimidation in the polling divisions of Pathadumbara in Kandy, Medawachchiya in Anuradhapura, Kopay in Jaffna and Eheliyagoda in Ratnapura respectively were also reported along with 01 incident of assault from Nawalapitiya in the Kandy district. (Colombo Gazette) “This showed a real shift in power towards the elections commissioner who was not contesting the government to ensure that the law was implemented. The change was especially stark in relation to the election that preceded this, the presidential election of January 2015 in which violations of election law that involved the gross abuse and misuse of state resources took place on a large scale, including on Election Day itself,” he said.
BISMARCK, N.D. — The Trump administration has delayed an Obama-era proposal that could allow the federal government to charge for water drawn from reservoirs it manages.Army Assistant Secretary for Civil Works R.D. James says in a memo Monday that the U.S. Army Corps of Engineers will delay the Water Supply Rule “for a minimum of six months to better integrate input from stakeholders.”Attorneys general from a dozen western states sent a letter last month to the Trump administration asking that the proposal be withdrawn.North Dakota Attorney General Wayne Stenehjem headed the effort backed by attorneys general from Idaho, Alaska, Arizona, Colorado, Montana, New Mexico, Oregon, South Dakota, Utah, Washington and Wyoming.Stenehjem says the rule usurps states’ authority over their own water. The Associated Press
Jury panels should also include EU citizens and other long-term residents (at least 5 years). This would add about 200,000 persons to those qualified for jury service.Jurors should be able to read, write, speak and understand English to the extent that they can carry out their functions. The existing blanket excusal from jury service “as of right” for many professionals and public servants should be repealed, and be replaced by an individualised excusal “for good cause.”Jurors should be allowed deferral of service for up to 12 months to facilitate those who have good reasons to decline jury service.A person with a disability should be eligible for jury service unless the disability would mean that he or she could not perform the duties of a juror. The number of objections to jurors without the need to give any reason (peremptory challenges) – which is currently seven for both the prosecution and the defence – should be retained; and pre-trial questionnaires to jurors should continue to be prohibited.A modest daily flat rate payment should be paid to jurors to cover their travel and subsistence costs; and the government should do what they can to alleviate the financial burden that jury service involves for small businesses and self-employed persons. THE LAW REFORM COMMISSION (LRC) is recommending that non-Irish citizens become eligible for jury duty and that up to three additional jurors are selected for long-running trials. The recommendations are contained in the LRC’s report on Jury Service which is being launched this evening, and forms part of the commission’s Third Programme of Law Reform.Among the 56 recommendations contained in the report are: Jury tampering, internet access and numbersThe report also recommends that, to address jury tampering, the right to inspect the jury panel should be limited to being examined by legal advisers four days before the start of a trial; and that the law on jury tampering should be set out in a single comprehensive offence. It is also recommended that juries be given a specific warning not to access the internet during a trial and that a specific offence is created to address this.In cases where a trial is expected to extend beyond three months, the report recommends that a court should be allowed to empanel up to three additional jurors. The Report also recommends that research should be carried out on matters such as jury representativeness, juror comprehension, juror management and juror capacity and competence.Read: Reporting to be allowed on family law and child care court cases >
Ever heard of Innovative Marketing? Probably not, but about three years ago the company found itself in hot water with the FTC for pushing fake antivirus software. Their bogus titles included some of the biggest in fake AV history, like WinAntivirus and XP Antivirus — as well as DriveCleaner, ErrorFixer, and many other unscrupulous apps. The FTC even put together a consumer alert page designed to help folks learn to identify scareware distributed by lowlifes like Innovative and keep themselves from become infected and victimized financially. In December of 2008, a U.S. District Court judge ordered Innovative Marketing and their partner ByteHosting Internet Services to halt operations. By then, more than a million victims had been fleeced. There’s a silver lining in the cloud today, however, for 320,000 of those unfortunate folks. The FTC has secured an $8.3 million settlement payment from two of the defendants named in the Innovative/ByteHosting case. In a somewhat unexpected move, the FTC is turning around and giving that money back to victims. The average “refund” will be about $20, and the precise amount will be scaled according to the amount of money an individual originally lost. They won’t receive the full amount that they were conned out of, and it’s a drop in the bucket compared to the $150 million the FBI claimed fake AV victims had lost way back in 2009 — but it’s something.Checks have to be cashed within 60 days, so if you receive one make sure you head to the bank as quickly as possible. The FTC is also careful to point out that consumers should be wary of rebate scams that claim to require verification of personal details or a small up-front payment before a check can be issued. Yes, scammers will even jump on a publicly-announced FTC consumer protection move like this if they think a few more hapless victims can be bilked out of some cash.More at FTC.Gov and Sophos

The High Court gave 10 months to the owners to remove their illegal establishments from Gulshan, Banani and Dhanmondi areas of the city, reports news agency UNB.An HC bench of Justice Salma Masud Chowdhury and Justice AKM Zahirul Hoque passed the order disposing of 233 writ petitions filed over the issue. Lawyer ABM Altaf Hossain, Ahsanul Karim, Idrisur Rahman, lawyer Abdul Kaiyum, Farzana Khan, Asif Ali Khan and Maniruzzaman stood for the petitioners while attorney general Mahbubey Alam represented the Rajdhani Unnayan Kartripakkha (RAJUK). Following the court order, Altaf Hossain said, the owners of illegal establishments in Gulshan, Banani and Dhanmondi areas will have to remove their structures within 10 months. During the period, RAJUK cannot carry out any eviction drive, he said, adding that it can remove the establishments without any prior notice if the owners do not take away those in the stipulated time. However, Kaiyum said those who will be able to obtain Rajuk’s permission can run their business as commercial activities are allowed in residential areas in a limited scale. In the wake of 1 July 2016 terrorist attack on Holy Artisan Bakery at Gulshan, the capital development agency identified as many as 552 unauthorised commercial entities in Gulshan, Banani and other residential areas in the city. It started drives on 25 July last year to remove the illegal structures. Later, owners of different establishments filed writ petitions challenging the legality of the eviction drives. After primary hearing, the High Court issued rules over the issue.

Go home.San Francisco’s Department of Public Works is combatting the disgusting problem of tinkling in public with a completely off-the-wall solution — walls that “pee” back on the jerks who pee on them.Seriously, officials in the City by the Bay are so fed up with unlawful public urinators that they’ve painted 10 walls in the SOMA and Mission districts with a special liquid-repellent paint that splashes offenders back upon impact, yep, with their own waste stream. Right back atcha, pal. That’ll teach you. We hope.Related: Imagine If Our Highways Were Paved in Plastic”The urine will bounce back on the guy’s pants and shoes,” DWP spokesperson Rachel Gordon told Reuters. “The idea is they will think twice next time about urinating in public.”Here’s an eyeful of one of the innovative specialized paint-coated walls in action — thankfully demonstrated with just water, not actual bladder matter.Testing out a new pee repellent that “pees back” to prevent public urination. pic.twitter.com/6eDJ4w9MWH— SF Public Works (@sfpublicworks) July 23, 2015Related: Scientists Freeze Molecule to Almost Absolute ZeroThat seven-second messy splash of reality comes to us via San Fran DWP’s Twitter feed, because of course it’s on Twitter. We’re talking San Francisco, after all, a place that historically favors cutting-edge tech solutions — and clearly no longer suffers public leak-takers lightly, neither man nor his best friend. And neither does the city of Hamburg, Germany, where the world’s first pee-proof walls and sidewalks debuted. The enhanced industrial paint used in both public urination-plagued cities is called Ultra-Ever Dry, the very same nanotech coating that made Nissan’s recent self-cleaning car prototype possible. Manufactured by Jacksonville, Fla.-based UltraTech International, it’s a remarkably superhydrophobic (water-repellent) and oleophobic (carbon-repellent) coating. When liquids, like tinkle, piddle, wee or whatever the heck you call it, smack into it, pointed and peaked geometric shapes in the paint repel the liquid. Cue the surprisingly forceful — and brilliantly vengeful — backsplash and you’re golden. Will the high-tech paint really curb offenders? Or will it only inspire inebriated punks to urinate on the special walls for shits and giggles? Forgive the lame pun here, but we’ll have to wait and pee.Related: 3D-Printed DNA ‘Bunnies’ Could Deliver Drugs Into Your Body

However, one of the more intriguing announcements came in the form of “Sign In with Apple.” The new sign-in or “identity platform” is Apple’s answer to how consumers can get a bit more privacy back in their lives when it comes to accessing and using apps within the iOS ecosystem. While initially greeted with considerable enthusiasm, the following few days brought on concerns about Apple mandating use of the sign-in feature for developers and what it means for the platform giant to make demands that potentially sway consumer behaviors. In the long run, the privacy upside from Apple’s announcement has potential benefits to business builders and consumers alike, while the platform implications highlight why identity and all of the things tied to it are so powerful for the giants of the technology industry. Before getting into the specifics of what Apple’s asking of anyone building an app for its App Store, it’s worth recognizing what the company is doing from a strategic standpoint. After all, aside from making the hardware devices that sits in the pockets, desks and coffee tables of millions of Americans, Apple is also a technology leader in terms of its vision and approach to everything from privacy to consumer branding. For almost as long as Tim Cook has been CEO, Apple has been outspoken and bullish about privacy. That attitude and messaging has only ramped up as we as consumers grow increasingly concerned by social media giants’ increasing use of artificial intelligence and machine learning. High profile battles with the government over device encryption along with shots across the bow at other technology leaders ratcheted up Apple’s pro-privacy rhetoric, with the company now building full-on advertising campaigns around the idea. Sign In with Apple is yet another manifestation of Apple’s commitment to consumer privacy as a brand, and the company is betting that increased sensitivity around the issue will differentiate its products and its leadership.Related: Apple Took Out a CES Ad to Troll Its Competitors Over PrivacySo… how does it work?Sign In with Apple fundamentally works in much the same way that other platforms like “Sign in with Google” or “Sign in with Facebook” work. These identity providers rely on the open standards called OAuth and OpenID Connect to share customer identities with app builders. What makes these standards so useful is that there is wide support for them, which saves a lot of time and energy for entrepreneurs and small firms who are building apps. Most of the time, apps use these third-party providers to just identify users, saving their customers the step of entering and verifying an email address and remembering another password. This is great from a customer experience standpoint, and Sign In with Apple will provide the same convenience and ease of use as Sign In with Facebook or Sign In with Google for this purpose. The major difference is that Google and Facebook also reveal additional information about customers while they are signing in to the app, such as the user’s full name, email address, or even profile information, while Sign In with Apple will take care to limit the data sharing. Instead of returning a real email address and name to the app, Apple lets users choose whether they want to give the app an anonymized email address or an alternative full name. This anonymized email address will forward emails from the app developer to the user’s real email, allowing the app developer to still communicate with the user, while also preserving the user’s privacy.By limiting the information about a customer that’s shared, Apple is taking a step forward in an increasingly privacy-conscious digital world. This is beneficial for consumers, and with Apple owning nearly 40 percent of the mobile market in the U.S., the trust factor that comes with Sign In with Apple can speed customer experiences and elicit goodwill for the entrepreneurs who build with it. With Facebook and Google’s reputation taking a hit in the trust department, being able to make identity easily managed while still maintaining trust is a big deal for budding businesses. Consumers may not know an entrepreneur’s new app, but if they can quickly and securely sign in without Facebook or Google watching, they’ll likely feel better about trying it.Related: Apple CEO Tim Cook Criticizes Facebook Privacy StandardsBut isn’t Apple just another platform? While there’s potential upside for businesses adopting the identity provider du jour with Sign In with Apple, there are real concerns about a business of its size and strength flexing the might of its platform. By mandating that developers adopt Sign In with Apple if they’re using any third party identity provider, Apple is loading the dice in favor of Sign In with Apple’s success. Broad adoption is certainly likely, and while Facebook and Google may publicly be seen as privacy scofflaws, Apple itself is a platform just like Google and Facebook. By putting itself directly between the relationship of an app developer and a consumer, Apple has the potential to derive even more value from the apps that sit in its ecosystem. However, during a time when Apple is fighting antitrust allegations around its App Store practices, its approach to Sign In with Apple may also be an attempt to differentiate itself from other identity platforms with data-hungry tendencies. By thinking less about how much information it can gather, Apple is thinking more about how little information it needs in order to create a good experience for the customer, while streamlining the development process for the app builder.Related: Apple CEO Tim Cook Calls for GDPR-Style Privacy Laws in the U.S.Our digital privacy future is tied to identity. As consumers become more conditioned to consider privacy implications rather than just convenience, digital business builders should take stock of Apple’s approach and the privacy-first design of Sign In with Apple. Consumers want to be able to trust the businesses they patronize, and as entrepreneurs, fundamental to that trust is protecting their identities. While this previously was primarily focused on issues of security, it is increasingly becoming focused on data collection and privacy as well. Maintaining both security and privacy for customers is part of maintaining a brand promise, and being able to do both while creating seamless user experiences is in the best interest of both businesses and the customers who rely on them.Sign In with Apple is a positive initial step forward in setting a privacy-centric tone for the technology landscape as a whole. Giving consumers real control over the information they share and adding anonymized email is simply not something social identity platforms have broadly implemented. But while incredibly successful, the iOS ecosystem isn’t used by everyone. Apple taking the lead here will be most impactful if it can push others to do the same, and ultimately, force a broad and cohesive approach to identity and privacy that can easily be adopted by organizations big and small, regardless of platform. It’s this idea of an identity standard that holds the greatest long term benefit to businesses and consumers, and should be what all businesses continue to push for in our digitally-dependent business environment.

Diessenhofen, Switzerland – Reported by Elite Traveler, the Private Jet Lifestyle MagazineAs of October 1, 2010 Thomas Morf took charge of the watch brand Hanhart, which is based in Diessenhofen, Switzerland, and in Gütenbach, the German Black Forest.Until May of 2010, Thomas Morf was the CEO of the Lucerne-based watch manufacturer, Carl F. Bucherer. “With its fascinating and traceable brand history, high technical expertise and consistent focus on instrument watches, Hanhart is a pearl among watch manufacturers and has great potential internationally,” explains Thomas Morf, showing his commitment to the watch brand in which he is a shareholder. With this additional stake of the Hanhart Group AG (formerly Small Luxury Companies AG) the Gaydoul Group is now majority shareholder. The most important minority shareholder stays the Matter Group AG and the Astraia Holding AG. Klaus Eble stays Managing Director of the production site A. Hanhart GmbH & Co. KG, Gütenbach.Tradition and Expertise Hanhart is expanding on the expertise of its German, parent company, which is rich in tradition. It has become known for its high-precision and reliable stopwatches since it was first established in 1882, when Johann Adolf Hanhart established his business in Diessenhofen. The company, which remains as a leader in the field of high-quality chronographs, launched the first affordable mechanical stopwatch in 1924, but also manufactured wristwatches at its production centres in Gütenbach, located in the Black Forest. Among those watches, was the legendary pilot’s chronograph “Calibre 40” from 1938, still a highly sought-after piece among collectors today. At Baselworld 2009, the Diessenhofen-based Hanhart AG, which is responsible for the company’s international positioning, marketing and sales, presented a new and exclusive collection of mechanical chronographs under the name Primus. This builds on the tradition of the German watch manufacturer and combines historical elements – such as the signature red chronograph button, which has been a characteristic feature of Hanhart watches since 1938. This prevented pilots from unintentionally zeroing the stop time – with state-of-the-art Swiss technology.Since 2009, after successfully launching the new Primus collection, the company has been working in the German and Swiss markets and has also taken steps towards the Middle and Far East. Today the new models, as well as the remakes of the historical chronographs, are available at select watch dealers in countries all over the world. This development is being continued in the years to come.www.hanhart.com

yet its symbolism runs far deeper It ordinarily ought to have motivated all concerned with or related to the process and issues contained therein particularly the publishers and editors to double check their claims and where errors had been made to quickly retract the story This would have been in line with the ethics of professionalism good conduct and unbiased reporting This approach reflects the crucial role of a bridge which a best-practice media performs in the management of the civil engagement between elected officials and the citizenry Underpinning this social contract is the principle that the freedom of expression goes hand in hand with great responsibility Given the Leadership Newspaper’s insistence that it stood by its story questions are automatically raised about professional ethics and the social responsibility of the media which certainly by the rules and codes of practice of the various media associations in the country do not accommodate the publication of falsehood or inciting material or the abuse of the media’s constitutional mandate The circulation of a fictitious ‘presidential directive’ that seeks in the main to cause civil strife engender a breakdown of law and order and negate the values of our democracy is a very grievous act indeed that should not be ignored At its core such a disruptive act erodes the ethos of governance and professionalism and naturally stirs up those entrusted with the protection of law and order; as it should also every responsible citizen interest group and the entire media In that regard President Jonathan did not have to issue any orders before those who have as much constitutional responsibility as the media; that is the police see the need to act in the public interest Without holding brief for the law enforcement and security agencies such a publication like all others that threaten our democracy and undermine law and order become the duty of the Police as an institution to investigate The Leadership newspaper should see this as an opportunity to co-operate with the police as required by the laws of the land The Police have not done anything outside the law The trite rule is that nobody is above the laws of the land It is also within the powers of the Police to invite persons for questioning and to conduct investigations which is what they have done so far in “The Leadership case” Or are the editors of the Leadership newspaper insisting that they are above the laws of the land This administration believes in and has demonstrated its commitment to press freedom times over The Freedom of Information Bill (FOI) was signed by this President into law and under this government the Nigerian print and electronic media has grown in number reach and in terms of freedom to practise It will be disingenuous to suggest that there is a clampdown of any sort or an attempt to stifle the press Why shouldn’t journalists normally cooperate with the police in this instance We believe that it has to do with the fundamentals of professional ethos that make journalists operate with a different set of loyalties and a different set of outcomes Yet there should be no contradiction under normal circumstances where the pursuit of peace and democracy deepening is concerned This should ordinarily have been an opportunity for the ‘media’ to help our democracy by collectively rejecting the publication of pure falsehood As recently as March 12 2013 in the United Kingdom detectives working with the Metropolitan Police’s Operation Elveden an on-going British police investigation into corrupt payments to public officials placed two journalists under covert surveillance by police investigating corruption and bribery allegations against journalists This process was considered a crowding out of press freedom with a number of people settling for an open invitation by the police for questioning as was done in previous invitations with regards to Operation Weeting – covering investigations of The News of the World which led to numerous arrests detentions and eventual convictions The developments at The News of the World which centre around the resort to illegal means to obtain and/or publish otherwise dubiously obtained information led to the setting up of the Leveson Inquiry a judicial public inquiry into the culture practices and ethics of the British press The Inquiry published the Leveson Report in November 2012 which reviewed the general culture and ethics of the British media and made recommendations for a new independent body to replace the existing Press Complaints Commission which would be recognised by the state through new laws Some of the changes recommended include sweeping measures that will allow police officers to demand information from sources; rights for police to seize materials from the press changes that may force journalists to reveal whistleblowers’ identities; and other rule changes that may define freedom of speech To show the extent of an ordered approach part 2 of the inquiry has since been deferred until after criminal prosecutions regarding events at The News of the World are concluded In Nigeria the place of our media is well regarded by the government and its freedom within the law is regarded as sacred The Nigerian media is self-regulated and is required to abide by defined codes of ethics The incident with the Leadership newspapers is not an attempt by the government to muzzle a critical bridge in the societal value chain Rather it reflects the professional gaps that need to be bridged within the profession as the media continues to play its very crucial and necessary role in nation-building This development therefore offers the media an opportunity for introspection one that requires an emphasis on the responsibility of a media house as regards issues of ethics and professionalism; and extends in the main to how such a media house builds corporate governance rules to ensure that reckless unfounded and grossly misleading publications have no place in the esteemed profession and outputs from its stable Nigerians fought so hard to end an era whereby serious attempts were made to muzzle the media and our recent history will attest to the heroic role played by the media in our emergent democracy We intend for that to continue and welcome unfettered contributions investigations and accountability audit of those holding public office today and tomorrow What must not be encouraged is voodoo journalism or the deliberate and malicious attempt to use a medium that is designed to inform to now take on the inglorious task of being a mouthpiece for a narrow agenda based on disinformation deliberate scaremongering civil society baiting and the offer of media platform(s) to those hell-bent on causing disharmony through well-woven conspiracies This government is proud of its record on press freedom its relationship with and promotion of access for the media and civil society The publication of a spurious document and the alarmist approach to the routine invitation extended to the Leadership journalists should of itself provide proof of a choreographed attempt to deliberately cast the administration in bad light; especially given the synchronized communications from the newspaper the Action Congress of Nigeria and others Once again we urge the Nigerian public and the media to pay careful attention to those who parade themselves under different garbs and push forth information intended to subvert the cause of peace and order The Nigerian government remains a committed advocate of a free but responsible media that can and should hold the government to account even as it seeks to educate and inform the citizenry for whom we are all responsible This is the social contract we are all agreed to for and on behalf of the Nigerian public By Dr Reuben Abati Special Adviser (Media and Publicity) to President Goodluck Jonathan"We were simple.

technology and society–people like me–can sometimes act like cameras are some magical democratizing force shining sunlight everywhere and disinfecting the dark corners Put cameras in every pocket and Google Glass on every face and someday bad actors won’t be able to hide People won’t be able to change their stories This optimism is the opposite of the fear of a total-surveillance state With bottom-up surveillance the idea goes we’ll live in an instant replay society; we will always be able to go to the videotape If nothing else the Eric Garner case is a reminder not to get too carried away with this Images are powerful But so are laws so are juries so are people’s deep-seated fears and beliefs so is confirmation bias Seeing is believing to a point But seeing is not necessarily acting And seeing will not necessarily shake a belief that someone is deeply committed to holding Over two decades ago Rodney King was brutalized on videotape; the police who beat him were still acquitted Ray Rice was caught on video punching out his wife; he’s no longer playing football but already there’s talk of his eventual comeback The police shooting of 12-year-old Tamir Rice was caught stokes outrage for sure But seeing isn’t enough; without action the notion that millions of people saw something and still nothing changed could just lead to despair and cynicism or numbing The Garner video was about as unambiguous as could be yet mostly it just meant that news stations were able to wallpaper their coverage over and over the video footage of a man beginning to die Having video is
